• some debugging
• Time Handler widget is a new development piece

Added a new component for NCCOOS/SEACOOS mapfiles

• /Mapfiles/trunk/Mapfiles NCCOOS/SEACOOS mapfiles
• Many do double duty, so hard to distinguish
• cp'd from Interactive_Map component
  • then rm'd from that component
• Updated SVN with production code
