Jim went by today. He has some questions for John Wallinga.
His main idea is to add the weight by adding solid s/s rod of comparable weight to Pb-shot filled 4 inch Al tube. He thinks this would be much easier and cleaner. Welding and removing corroded Pb-shot could be really messy and expensive job.

John Wallinga and Jim Bircher discussed alternative option for significant additional weight to change CG.
Jim's idea is to attach S/S rod. John is okay with this approach. Al-welding and Pb-shot will be a much more costly and time consuming. Jim is ordering the s/s rods (500 lbs) per buoy. He is submitting two invoices, one for each buoy (~$3300 for one, and $3700 for other that needs bale-bushing). Jim's shop crew can do the work at IMS, which means we don't have to take time to transport to Jim's shop. We won't have any paint scraping, either. So retrofit should be done within a couple of weeks.

removed from description:
- remove paint from legs anywhere welding to be done
- drain Pb-shot from legs and retain
- weld 3 inch Al tube (6061T6) between each leg
- refill all legs with retained Pb shot and add new Pb shot to additional tubing
- possible complications
- corrosion on Al parts to disconnect bottom legs from main portion of buoy
- corrosion of Pb shot in legs annealed as solid mass

Job completed by Bircher July 28. Nicely done.
Contacted Jimmy Bircher to let him know the buoys have arrived back at IMS. He will need to take a look at the job.
