Purchase HRM3300 Compass and Tilt Sensor

After consultation with YSI buoy group, we will use Honeywell HRM3300. Type they use and it will perform same functions as PNI TCM2 (buoy heading for wind and fast rate 3Hz buoy motion status).
- we will need to purchase 2 of these (for now YSI has some in stock they can use)
The need to purchase two new buoy compasses was determined on Sept 14, 2010 while getting the buoys ready to ship to MA. The housing for Buoy 2 was flooded with water up to the brim. Assuming the same on Buoy 1.

- They can install and recommend using Honeywell HMR-3300 compass.

As of today, we made a trade with YSI. They provide the HRM3300 and we provide the tower enclosure from previous tower installation. Ted Hardman at YSI was okay with this deal.
