You called the Fifth Coast Guard District concerning establishment of a met buoy in connection with wind turbine location proposals off of North Carolina. Attached is a CG 2554 Private Aids to Navigation Application for your use. You may also need approval from the Army Corps of Engineers. Please call when you can.

I confirmed with my supervisor that an Army Corps Permit is required for MET Buoys in support of wind turbines and wind energy areas.

Harvey contacted Josh Pelleitier per recommendation of Dave Timpy. Harvey has been working with Josh Pellitier with the US Army Corp of Engineers for approval of buoy installations under the NWP-5 Nation Wide Permit Number 5 for research installations.

Harvey wrote permit documentation and submitted at the end of August. Attached text here put pdf is too big to attach.

Finally heard back from the Wilmington Corps office, just sent this...

Tom - thanks for the very quick turn around.  A couple of questions:

1. your letter states the application is good for one year.  Does that  
mean we need to re-apply one year after the buoys are installed?  Or  
is the approved aids active until you are notified of removal of the  
buoys?  Or only that should we fail to deploy within a one year time  
frame we will need to re-apply?

2. shall I update you when the buoys are deployed, and any possible  
revisions to location?

3. is the Notice to Mariners automatically initiated by the PANA or is  
this something I need to pursue separately?

Harvey:

In reply to your questions:

1. If the buoys are not established in one year from the date of the approval a new application is
 required.  The approved 2554 is good form the time you establish the buoys until they are 
discontinued at which time you should notify this office of their removal.  

2. Yes, notify me when the buoys are deployed and any time there is a change of the positions.

3. Your buoys will appear in next week's LNM.
