apply magnetic variation to wind data from AVPs

Verify that u,v component and wind direction are NOT adjusted for magnetic variation at the AVP sites (Hampton, Morgan, and Stones). Then apply the correction from mvar value in proc_avp_ysi_6600_v2.py provided in each config-file for the platform location.

Verified with Tony and Ryan that data are NOT adjusted for mag var and what was reported for direction, u and v and buoy compass are relative to Magnetic North.
Go ahead when ready to implement using mvar in config-file make adjustment to True North.
Also, noted is an consistent offset in wdir between morgan and stones. This may be a compass calibration issue on the station according to Ryan.
